S.4.55(2) application to alter the existing consent for alterations and additions to an existing hotel known as the Coopers Arms. The application involves amending conditions 2, 8(a) and 9(j) as follows:
Amend condition 2 of the consent to increase the approved hours of operation for the premises. Current approved hours of operation are between 7.00am and 12.00 midnight, Mondays to Fridays inclusive, between 9.00am to 12.00 midnight, Saturdays and between 10.00am and 10.00pm Sundays.
Proposed hours of operation are between 8.00am and 4.00am, Mondays to Saturdays inclusive and between 8.00am and 12.00 midnight on Sundays.
Amend condition 8(a) to require a minimum of 2 security guards to be employed from the hours of 9.00pm rather than 6.00pm, daily.
Amend the wording of condition 9(j). Existing wording for condition 9(j) is that:
The ground floor courtyard shall only be used as a smoking area, with no drinking usage permitted. The maximum number of patrons permitted in this space at any one time is 10.
Proposed wording for condition 9(j) is that:

Review decision of previous Section 96 refusal, proposing to reduce the number of security guards on site from 2 to 1 on Thursday, Friday and Saturday and delay their start time from 6pm till 7pm. Also to delete the requirement to keep a dedicated guard patrolling Horden and surrounding streets on Thursday and Friday and remove the need for guards to be in constant radio contact.
